Google is significantly expanding its presence in Finland with a €13 billion investment in digital infrastructure, clean energy and regional economic partnerships. The two-year investment represents the company’s largest single investment in Europe and is intended to increase computing capacity for services including Google Search, Maps and Gemini.
The initiative builds on Google’s long-term presence in the country, particularly its data center campus in Hamina, which was established 15 years ago through the conversion of a former paper mill.

Hamina Becomes a Major AI Infrastructure Hub
Google’s Finnish operations have increasingly become part of the country’s technology and construction ecosystem. Between 2023 and 2025, the company’s Hamina activities supported more than 600 Finnish suppliers working across construction, operations and network infrastructure.
The existing data center also supports a wide range of occupations, including computer technicians, electrical and mechanical engineers, security personnel, catering teams and facilities specialists.
The new investment will expand this economic impact. During the main construction period, expected in 2027 and 2028, Google estimates that its projects will support more than 37,000 jobs across Finland and contribute approximately €3.6 billion annually to the country’s GDP.

Once the expanded facilities become operational, they are expected to create thousands of permanent positions covering both highly technical roles and essential operational services.
Investment in Skills and Local Communities
Google is also linking its infrastructure expansion to education and workforce development. The company plans to invest €31 million over the next four years in communities surrounding its Finnish operations, including Hamina, Kajaani, Muhos and Vaala.
Part of the funding will support partnerships with local colleges and training institutions. Google says these programs will provide AI-related skills development for more than 4,400 workers while creating training opportunities for 100 Finnish students interested in future data center careers.
The approach reflects a broader shift in data center development, where large-scale digital infrastructure increasingly depends on local technical expertise, construction capacity and specialized skills.
Data Centers and Clean Energy
Energy is another central component of Google’s Finnish strategy. As demand for computing infrastructure grows, the company is supporting several projects intended to strengthen Finland’s electricity system and expand access to cleaner energy.
Google has signed a 22-year agreement connected to the continued operation of the Loviisa nuclear power plant. The company is also supporting additional onshore wind capacity and has contracted for a 94-megawatt battery storage system.
The battery installation is designed to help stabilize the electricity system during periods when cold weather and limited wind generation place additional pressure on the grid.

Reusing Heat and Supporting Nature
Google’s presence in Finland has also included experiments with alternative approaches to data center sustainability. The Hamina facility uses seawater for cooling, while recovered heat is distributed to nearby homes and businesses.
The new investment extends this environmental focus beyond energy infrastructure. Google plans to finance projects aimed at restoring native forests and wetlands around its Finnish sites.
The company also intends to support community-oriented projects, including recreational trails, public saunas and fishing piers. These initiatives position the data center investment not simply as a technology project, but as part of a broader regional development strategy.
Finland’s Growing Role in AI Infrastructure
Google’s €13 billion commitment highlights the increasing importance of Northern Europe in the development of AI and cloud infrastructure. Access to reliable energy, established technical expertise and suitable conditions for data center operations has made Finland an increasingly important location for large-scale digital infrastructure.
With the expansion of Hamina and its associated energy, workforce and environmental programs, Google is positioning Finland as a long-term base for the next phase of its computing infrastructure. The investment also demonstrates how the physical requirements of AI, from power generation and cooling to data centers and skilled labor, are becoming an increasingly significant part of the technology sector’s expansion.
